It's Delta again! The latest progress in epidemic prevention and control in Harbin

On September 24, Harbin held a press conference on epidemic prevention and control. Ke Yunan, deputy director of the Harbin Municipal Health Commission, released the latest epidemic report: From 0:00 to 24:00 on September 23, Harbin added 15 new confirmed cases of new coronary pneumonia, all in Bayan County. According to the gene sequencing of the cases detected so far, it shows that they are the Delta strain. The relevant epidemiological investigation and tracing work is being carried out intensively and orderly under the guidance of national and provincial disease control experts. If there is any result, it will be announced to the public in a timely manner.

The above newly confirmed cases were all found during the centralized quarantine medical observation and the active screening of nucleic acid testing for all staff. From September 22 to 23, the initial screening results of the new coronavirus nucleic acid were positive, and the patients were transferred to Harbin No. 6 Hospital for isolation and treatment in a closed loop. On the 23rd, the expert group diagnosed them as confirmed cases of new coronary pneumonia based on the "Diagnosis and Treatment Plan for New Coronavirus Pneumonia (Trial Eighth Revised Edition)", combined with clinical, imaging manifestations and laboratory nucleic acid test results. The relevant departments have implemented isolation and control measures for all close contacts and close contacts of close contacts, and have conducted tracking and investigation, closed management of the communities involved, and terminal disinfection and closed management of the places where they have been active.

A total of 29 positive cases were detected in the first round of nucleic acid testing

Since the outbreak of this round of local epidemic in Bayan, Harbin City has immediately launched a city-wide nucleic acid test. As of 24:00 on the 23rd, the first round of nucleic acid testing in Bayan, Daoli, Nangang, and Songbei, "one county and three districts", involving the movement trajectory of confirmed cases, has been completed. 3.157 million people have actually been sampled, and 3.157 million results have been released. Except for 29 positive cases (including 25 confirmed cases and 4 positive infections), the rest of the nucleic acid test results are negative. The nucleic acid testing work in the other six districts and eight counties will be completed on the 24th. Due to the large number of nucleic acid tests, no feedback will be given for test results without problems. Please understand and support the general public.

As of 24:00 on September 23, Harbin has screened 1,300 close contacts of confirmed cases, including 74 people from other places who have been sent; 2,391 close contacts of close contacts. 2,743 people were quarantined, 3,131 people were sampled for nucleic acid, 2,455 people have received results, 2,426 were negative, 29 were positive (25 confirmed cases and 4 positive infections among close contacts), 676 people are waiting for results; 486 people are waiting for testing.

Harbin launches emergency response to ensure transportation

At the press conference, Wang Zhigang, deputy director and party group member of Harbin Municipal Transportation Bureau, introduced that since the outbreak on the 21st, Harbin Municipal Transportation Bureau has quickly launched an emergency response, mobilized capable personnel, and implemented 24-hour standby, assembly and deployment at any time to ensure solid transportation support for the transportation of medical staff, the transfer of quarantined personnel and the nucleic acid testing work in Harbin.

Especially on the Mid-Autumn Festival, 33 large buses were mobilized to transport more than 900 medical staff to support the epidemic prevention and control work in Bayan County. On September 22, the bureau also organized and mobilized 288 large buses to support Songbei District and Daowai District to carry out nucleic acid testing for all staff.

At the same time, in order to ensure the safety of citizens' travel, the Harbin Municipal Transportation Bureau supervised the operation of buses, subways, taxis (online ride-hailing cars) and other operating companies to strictly implement various epidemic prevention measures. The city's bus companies and routes insist on "disinfection and ventilation of windows for each trip" in operating vehicles, and set up special personnel to focus on wiping and disinfecting service facilities in the car, and ensure that "disinfection is carried out without dead ends."

For taxis (online ride-hailing), drivers are required to disinfect the service facilities in the car twice a day, and the vehicle should be ventilated with windows open after each ride. Drivers are required to wear masks during operation.

In terms of rail transit, 46 stations along Metro Line 1, Line 2 and Phase 1 of Line 3 are wiped and sprayed with disinfectant every day, and the frequency of disinfection is increased for station equipment and areas frequently touched by passengers.

According to the latest epidemic report released by the Heilongjiang Provincial Health Commission on September 24, from 24:00 on the 23rd, the Wenhua Jiayuan Community and Xinglin Seventh Committee in Xinglong Town, Bayan County, Harbin City (Street Office of Xinglong Forestry Bureau Co., Ltd.) will be adjusted to medium-risk areas.

Currently, there are 8 medium-risk areas in Heilongjiang Province.
