Zhao Zhiguo said that in recent years, comprehensive measures have been taken to continuously improve the governance system. Relevant work has been promoted in four main aspects, and new progress and results have been achieved. Among them, in terms of strengthening the supervision of the key responsibility chain, a ranking notification mechanism for app stores that fail to fulfill their main responsibilities has been established, and app stores have been urged to strengthen self-inspection and cleanup, remove problematic apps, and conduct review of new apps.

As of the end of May this year, the number of apps nationwide was 3.02 million, a 13% decrease from the 3.5 million apps before the ministry launched a special rectification campaign. Through quantity adjustments and the removal of illegal apps, the quality of apps has been optimized, allowing compliant apps to develop healthily. At the same time, the rate of problems found in random inspections of apps in app stores has steadily decreased.

Colleagues, carry out special rectification of the problem of App pop-up windows harassing users. Focus on the two types of problems that users strongly complain about: the difficulty of closing the pop-up window information on the opening screen and the use of pop-up windows to mislead users to click and jump. Regarding these two problems, the public's response is relatively concentrated, one is that they cannot be turned off, and the other is misleading users to jump. According to statistics, the number of complaints about App pop-up window information on the opening screen in the second quarter decreased by 50% month-on-month; among the top 100 App applications in terms of user usage, the discovery rate of the problem of difficulty in closing the opening screen information decreased from 69% to 1%. In the past, the number of apps with such problems was relatively large, but now it is decreasing. The discovery rate of the problem of misleading users to click and jump using pop-up windows has dropped from 90% to 12%.

In addition, we will vigorously improve our technical testing capabilities. We will use technologies such as big data and artificial intelligence to continuously improve the automated testing, monitoring, and data analysis capabilities of the national App technical testing platform. Currently, the platform has the ability to test 150,000 apps per month. By the end of the year, the testing will cover 1.8 million apps.
