On the 15th, the Capital's Strict Entry Management Joint Prevention and Control Coordination Mechanism responded to public concerns.

1. What are the starting and ending times for the “negative nucleic acid test certificate within 48 hours”?

Answer: People entering (returning) to Beijing by plane, train, or inter-provincial passenger bus must present a negative nucleic acid test certificate within 48 hours before boarding the plane or train and a green "Beijing Health Code". People entering (returning) to Beijing by car must present a negative nucleic acid test certificate within 48 hours before arriving in Beijing and a green "Beijing Health Code" to go to the Beijing Entry Inspection Station for inspection.

2. Are there any requirements for the form of proof of negative nucleic acid test within 48 hours?

A: Either a paper negative nucleic acid test certificate or an electronic negative nucleic acid test certificate is acceptable. The electronic negative nucleic acid test certificate can be checked through the "Beijing Health Code", Alipay "Health Code", WeChat State Council client, etc.

3. How are the 14 days in “People with a travel history in counties (cities, districts, banners) where there is one or more (including one) local novel coronavirus infection case within 14 days are strictly restricted from entering (returning) to Beijing” defined?

Answer: If there are no new local novel coronavirus infections in the county 14 days before the intended date of entry (return) to Beijing (excluding that day), you can enter Beijing with a negative nucleic acid test certificate within 48 hours and a green "Beijing Health Code" code.

4. Can people from relevant risk areas where there is more than one case in Beijing return to Beijing normally after leaving Beijing?

A: People in Beijing's districts where there are more than one local COVID-19 infection cases should not leave Beijing unless necessary. Those who have already left Beijing can return to Beijing with a negative nucleic acid test result within 48 hours and a green "Beijing Health Code" code.

5. Which cities are included in the “counties (cities, districts, banners) where land border ports are located” that implement control measures to restrict entry into (and return to) Beijing?

Answer: Control measures restricting entry into (return to) Beijing are implemented in counties (cities, districts, banners) with 51 land border ports in seven provinces (autonomous regions). Specifically:

Jilin Province (1 county): Hunchun City;

Heilongjiang Province (10 counties): Mishan City, Hulin City, Suifenhe City, Dongning City, Raohe County, Tongjiang City, Fuyuan City, Luobei County, Aihui District, and Xunke County;

Measures to strictly manage entry and exit from Beijing

First, people entering (returning) Beijing must hold a negative nucleic acid test certificate within 48 hours and a green "Beijing Health Code". People who have traveled to the county (city, district, banner) where one or more (including one) local COVID-19 infections are located within 14 days are strictly restricted from entering (returning) Beijing. Civil aviation, railways, and highways will strengthen remote boarding and inspection at checkpoints entering Beijing. Commuters in the Beijing area must hold a negative nucleic acid test certificate within 48 hours for the first time entering (returning) Beijing after the implementation of this measure. After that, each time entering (returning) Beijing, a negative nucleic acid test certificate within 14 days is sufficient. Friends who plan to enter (return) Beijing, please prepare in advance, arrange your itinerary reasonably, and cooperate with the inspection work.

Second, people who have traveled to the counties (cities, districts, banners) where land border ports are located within the past 14 days should not enter (return) Beijing unless necessary. People in Beijing should not go to the counties (cities, districts, banners) where land border ports are located unless necessary.

Third, strictly control the holding of national conferences, training and other activities in Beijing. If it is necessary to hold an event, adhere to the principle of "whoever holds it is responsible" and "whoever approves it is responsible". The organizer must earnestly fulfill the main responsibility of epidemic prevention and control, formulate a special epidemic prevention plan, strictly prevent the participation of people with epidemic risks, implement closed-loop management during the event, and people are not allowed to go out.
