Statista: Twitter user growth is slowing at an alarming rate

Twitter's active user base now stands at 250 million monthly active users. Twitter's user base growth has slowed significantly, which means Twitter has a very hard time reaching Facebook's user base, let alone matching it. When Facebook's user base growth first slowed to Twitter's current level (25%), Facebook already had 800 million users. When Mark Zuckerberg was asked why his company spent $19 billion to acquire WhatsApp, he responded that WhatsApp's service had the potential to reach 1 billion users, a capability that would be hard to come by. This seems to imply that Twitter does not have that potential.
