As we all know, Hubei Province is the hardest hit area of the new coronavirus. People in many places have been infected and sick. In order to avoid the flow of people and prevent the spread of the virus, Hubei has adopted traffic control, and generally people are not allowed to go out. So can outsiders in Hubei go out? Let's take a closer look! Can outsiders in Hubei go out?At present, Hubei people who are away from Hubei can return to Hubei only after they have been tested and proven to be healthy, without symptoms such as fever and dry cough, and are allowed to return to Hubei by the community. Of course, this does not include people from Wuhan. Wuhan is still a key area for epidemic prevention and control. Hubei people who are away from Hubei cannot return to Wuhan. I believe everyone can understand this. Many people from Hubei have been isolated in other places for a long time, and even spent the Spring Festival alone. It can be said that people from Hubei have made positive contributions to the prevention and control of this epidemic. We hope that this epidemic will end soon and our fellow Hubei people can return home safely as soon as possible. How do foreigners in Hubei return home?Since Hubei is the hardest hit area by the epidemic, people are not allowed to leave the province for the time being. However, the government has made the following decisions for people from other places who are stranded in Hubei: 1. The local government and relevant parties will provide assistance services to non-local people who are stranded in Hubei and have difficulties in life due to the control of channels leaving Hubei (hereinafter referred to as non-local people stranded in Hubei). 2. Non-local people stranded in Hubei can report their difficulties and demands through the 12345 service hotline, Hubei Provincial Government Service Network, Hubei Huiban APP and other platforms, and each service platform will promptly transfer them to relevant parties for processing. 3. For those who are employed or studying in Hubei, their units and schools will provide necessary living security. For self-employed persons or those who are stranded due to business trips, visits to relatives, friends, vacations, etc., the community (village) where they currently live will promptly understand the difficulties and actively coordinate to solve them. For those who wish to work and have passed health tests and medical observations, the human resources and social security departments will organize employment demand docking and provide employment services. For those who are in urgent need of medical assistance, the health and health departments will coordinate medical institutions to provide timely treatment. For those who have no place to live and are in real difficulty, local governments will set up centralized resettlement points to provide basic living guarantees such as food, accommodation, and medical care. 4. In order to strengthen joint prevention and control, and collective prevention and control, we hope that people from other places stranded in Hubei will abide by the epidemic prevention and control requirements of their current residence, cooperate with relevant work, and work together to win the battle against the epidemic. How to apply to leave HubeiProcedures for applying for a pass for people leaving Hong Kong to resume work or return: 1. The receiving unit (village or community) shall issue a receipt certificate (Appendix 1) and the receiving prevention and control headquarters shall stamp and agree to accept the receipt; 2. The local unit (village or community) issues a certificate showing that there are no abnormalities in personnel monitoring (Appendix 2); 3. Letter of Commitment for Observation of Personnel Leaving the Flood (Appendix 3); 4. People leaving the flood should go to the pass processing point (under the responsibility of the Municipal Public Security Bureau, location: Municipal Bureau of Letters and Calls) for review with the acceptance certificate, the certificate of no abnormal situation in personnel monitoring and the letter of commitment for observation, and the "Pass" (Appendix 4) will be issued according to the situation; 5. After verification at the exit traffic inspection point, people leaving Flood will have their body temperature measured and registered in accordance with relevant requirements, and will be released if no abnormalities are found. During the epidemic, public transportation was suspended in 13 urban areas in Hubei, namely Wuhan, Ezhou, Xiantao, Zhijiang, Qianjiang, Huanggang, Chibi, Jingmen, Xianning, Huangshi (including Daye City and Yangxin County), Dangyang, Enshi and Xiaogan. Now most provinces and cities have resumed work, and friends in Hubei Province can also leave the province. Of course, the premise is that they are confirmed not to be infected with the new coronavirus. There are many migrant workers from Hubei Province in Guangdong, Zhejiang and other places. After going to the work place, they must cooperate with the arrangements of the local staff and complete the 14-day quarantine observation. When will Hubei be unblocked? At present, the highway traffic control in Hubei Province has not been lifted. If people returning to Hubei or Wuhan want to use the highway to return to Wuhan, they must apply to the city (state), county (city, district) prevention and control headquarters through their affiliated units or communities (villages), and return after approval. As for when the blockade will be lifted and the road will be open to traffic, we still need to wait for official announcements. Of course, not all road stations are closed. If you want to drive out of the province in your private car, you can drive through these sections: G0421 Xuguan Expressway Chenchang Station, G0422 Wushen Expressway Jingang Station, G4 Beijing-Hong Kong-Macao Expressway Wuhan North to Caidian Section, Anshan Station, G42 Shanghai-Chengdu Expressway Hong'an to Muzidian Section, Dongxihu Station, Yichang North to Xingshan Section, G4201 Ring Expressway, G4221 Shanghai-Ezhou Expressway Qinglong to Zongluzui Section, etc. During the epidemic, it is very necessary to implement traffic control on some sections of the road. Especially in Hubei, due to the serious epidemic, it is even more necessary to strengthen traffic control, cut off the virus transmission route, identify people infected with the virus as soon as possible, isolate the virus, and then treat them uniformly to defeat the virus. |
