During the isolation period, the people's government implementing the isolation measures shall provide them with living security. If the person subject to isolation measures has a work unit, his or her unit shall not stop paying his or her work remuneration during the isolation period.

For employees of enterprises who are patients with pneumonia infected by the new coronavirus, suspected patients, or close contacts during their isolation treatment or medical observation period, or who are unable to provide normal labor due to the government's implementation of isolation measures or other emergency measures, the enterprise shall pay the employees' work remuneration during this period and shall not terminate the labor contract with the employees in accordance with Article 40 or Article 41 of the Labor Contract Law. During this period, if the labor contract expires, it shall be postponed until the employee's medical treatment period, medical observation period, isolation period, or the end of the emergency measures taken by the government.

What is the salary payment standard for quarantined employees?

According to the "Emergency Notice on Delaying the Reopening of Enterprises in the Province" issued by the Provincial Department of Human Resources and Social Security, enterprises that have delayed the resumption of work are required to pay wages during the delayed resumption of work (from February 3, 2020 to the day before the resumption of work), and if the government takes emergency measures that result in employees being unable to return to work on schedule to provide normal labor, within one wage payment cycle, the enterprise shall pay the workers' wages in accordance with the standards stipulated in the labor contract. If it exceeds one wage payment cycle, the enterprise shall pay the workers' basic living expenses at a rate not lower than 70% of the local minimum wage standard. Enterprises that are not subject to the delay in resuming work and arrange workers to work during this period shall pay workers' wages in accordance with the law. Among them, if an enterprise arranges workers to work on rest days and cannot arrange compensatory leave, it shall pay wages and remuneration at a rate not lower than 200% of the worker's daily or hourly wage standard.

What should enterprises do if they are facing difficulties in production and operation due to the epidemic?

For enterprises that are experiencing difficulties in production and operation due to the impact of the epidemic, we will guide and encourage them to stabilize jobs by adjusting salaries, rotating shifts, centralized work, centralized rest, shortening working hours, etc. through consultation with employees, and try not to lay off employees or lay off as few employees as possible.

Eligible enterprises can enjoy job stabilization subsidies according to regulations. If an enterprise suspends production within a wage payment cycle, the enterprise should pay wages according to the standards stipulated in the labor contract.

If the period of wage payment exceeds one month, if the employee provides normal labor, the enterprise shall pay the employee a wage not lower than the local minimum wage standard. If the employee does not provide normal labor, the enterprise shall pay a living allowance, and the living allowance standard shall be no less than 80% of the current minimum wage standard.
