4. Poor contact

If the flickering is irregular, it is probably caused by poor contact of the lighting switch, ballast wiring, or lamp tube, and the circuit needs to be retightened.

Why does the energy-saving lamp still flash after it is turned off?

Since the power rectifier capacitor is not connected to a large resistor and the resistor is too large, when the power is turned off, the electricity on the capacitor is slowly released, and when it is almost discharged, the light will flash.
