If the blood sugar is greater than 7.250mol/L and the blood sugar value two hours after a meal is greater than 11.1mmol/L, and accurate measurements are taken twice, diabetes can be diagnosed. High blood sugar level one hour after a meal only reflects relatively weak insulin function and cannot be diagnosed as diabetes.
